LOS ANGELES, March 31, 2020 /PRNewswire/ — Chartwell Escrow, Inc., a leading independent Southern California-based escrow company, announced today—on the heels of offering free mobile notary services to clients 65 years of age and older in the wake of the COVID-19 pandemic—a new partnership with a national online notary platform. This new alliance positions Chartwell Escrow at the forefront of facilitating "virtual" notary services and serves as a complete eClosing solution when these documents are accepted for recording in the State of California.
"Remote online notary has been widely accepted in more than twenty states across the country, and is a service Chartwell Escrow has previously advocated for here in California," said Vince Foley, Chartwell Escrow President. "I believe a virtual signing platform will not only protect the notaries as well as home sellers, buyers and borrowers but will bring a much-needed solution to the real estate industry given recent events around quarantine and ‘safer at home’ requirements," Foley added. "And, with the pace at which we’re seeing change happen in not just our industry, but in all industries, in the wake of COVID-19, I’m hopeful the California county recorders offices will accept these remotely notarized documents soon, and when they do, Chartwell Escrow is prepared to be the first in California to offer it to our clients."
On March 26, 2020, the California Secretary of State, Alex Padilla, acknowledged the legitimacy and necessity of remotely notarized documents when he announced the following:
"California Law does not currently provide the authority for California Notaries Public to perform a remote online notarization. The personal appearance of the document signer is required before the notary public. However, California citizens who wish to have their documents notarized remotely can obtain notarial services in another state that currently provides remote online notarization. California Civil Code 1189(b) provides that any certificate of acknowledgment taken in another place shall be sufficient in this state if it is taken in accordance with the law of the place where the acknowledgment is made."
